Use RUFUS via WinXP (or other) in VirtualBox (platform independent).
Mount (enable USB access in the virtual machine) the USB device (will need to unmount in the host OS to be visible in VBox).
Make sure you have access to the ISO file – e.g. via Shared Folder Settings (this requires the Guest Additions to be working in VirtualBox.
Run RUFUS – select the Destination USB, and source ISO – and let it run.
Check for BIOS or UEFI depending on what ISO is used – for WinXP – this should be set to BIOS compatibility.
For WinXP approx 800mb ISO takes about 5~10 mins to process.
